Once this fear, starting in the late 1950's, had begun, the US knew that the Soviets were gaining for bomber planes after the bison and bears. they realized they had to do something quick. Eisenhower, a CIA military officer, decided they should build a spy plane. They needed a spy plane that could fly past Soviet defense and radar. This came to be as the U-2 Spy Plane. Because there were dangers in it, such as over flights beyond Soviet defense which would be almost like war, the President did not allow any Air Force person flying.
Russian missiles were discovered in Cuba in 1962 by the U-2 aircraft which was still flying even after the fate of Gary Powers, the U-2 Spy Plane incident. Even during the Gulf War in 1991, the U-2 plane was still in the skies.
